Project Summary

The Legislative Portal (Portál právnych predpisov) is a central digital platform designed to streamline the creation, submission, and management of legislative materials in the Slovak Republic. Developed by ELIA and built on the Microsoft Office SharePoint ecosystem, the portal ensures that all legislative documents adhere to strict legal standards and deadlines. Crucially, it opens the legislative process to the general public, allowing citizens and experts to participate in inter-departmental review procedures through a unified online interface.

The Challenge

Fragmented Processes and the Digital Divide in Lawmaking

Before the implementation of the Legislative Portal, the Slovak legislative process faced several critical bottlenecks:

• Lack of Standardization: There were no modern IT tools to enforce legislative rules or standardized document formats.
• Fragmented Information: Data regarding the legislative process was scattered across various departments or completely inaccessible to the public.
• Barriers to Participation: Both the professional and general public lacked an official, streamlined channel to provide feedback or comments on proposed laws.
• Inefficiency: Deadlines were often missed, and document version control was non-existent, leading to confusion during the approval stages.

The Solution

Building a Unified Governance Ecosystem on Microsoft SharePoint

The solution was built as a robust online portal utilizing a Service Oriented Architecture (SOA) to communicate with existing state applications.

Technical Highlights:

• Core Platform: Built on Microsoft Office SharePoint Server, leveraging Enterprise Content Management (ECM) for advanced document and version control.
• Document Management: Integration of Aspose.Words and Aspose.Pdf allowed for the automated generation of legislative templates in Word and PDF formats.
• Searchability: Implementation of Microsoft Enterprise Search to allow full-text and criteria-based filtering of all legislative materials.
• Public Engagement: A dedicated module for "inter-departmental review" enables registered users to submit individual or collective comments on proposed legislation.

The Result

A Transparent and Standardized Legislative Framework

The implementation of the Legislative Portal transformed the Slovak legal landscape. Beyond achieving 100% compliance with legislative rules, the project’s excellence was recognized when ELIA won the Microsoft Industry Award in the Public Sector category, further establishing the platform as a benchmark for digital transformation in the public sector.
